Utility Billing
Ways to pay
- In person at City Hall, 120 S Main St, Monday through Friday, 8:00 a.m. – 5:00 p.m.
- By mail to City of McLean, 120 S Main St, McLean, TX 79057. Allow time for delivery.
- Drop box at City Hall for after-hours payments by check or money order. No cash, please.
Please include your account number on your check or money order.
Due dates, late fees & disconnection
Utility bills are mailed monthly and due by the date shown on the statement. Payments received after the due date are subject to a late fee. Accounts that remain unpaid may be scheduled for disconnection, and a reconnection fee will apply before service is restored.
If you are having trouble paying your bill, please contact City Hall before the due date to ask about options.
Starting & stopping service
New customers must complete a service application at City Hall, present a photo ID, provide proof of ownership or a lease, and pay a deposit. To stop service, notify City Hall at least two business days in advance and provide a forwarding address.
High bill? Check for leaks
An unusually high bill is often caused by a leak. Turn off all water in the home and look at your meter. If the dial is still moving, you may have a leak. Running toilets are the most common culprit — add a few drops of food coloring to the tank; if color appears in the bowl without flushing, the flapper needs to be replaced.
Trash & Bulk Pickup
Collection schedule
Trash is collected weekly. Containers must be out by 7:00 a.m. on collection day. When a holiday falls on a collection day, pickup may shift; watch for notices on the news page and at City Hall.
Container guidelines
- Bag all household trash before placing it in the container.
- Keep lids closed to prevent windblown litter and animals.
- Place containers at least three feet from cars, poles, and mailboxes.
- Report damaged or missing containers to City Hall.
Bulk items & cleanup days
Bulk items such as furniture and appliances require a scheduled pickup. Ask City Hall about periodic community cleanup events. Refrigerators and freezers must have doors removed and refrigerant evacuated.
Permits & Building
When is a permit required?
Permits are generally required for:
- New construction and additions
- Placement of manufactured or mobile homes
- Storage buildings and carports above a certain size
- Fences along streets and alleys
- Demolition of structures
- Water and sewer tap connections
- Signs for businesses
Contact City Hall before starting any project to confirm what is required.
Before you dig: Call 811
Texas law requires you to call 811 at least two business days before digging. Utility locators will mark underground gas, electric, water, and communication lines free of charge. Hitting a buried line can cause serious injury, outages, and costly repairs.
Contractor tips
- Get more than one written estimate.
- Ask for references and proof of insurance.
- Never pay the full amount up front.
- Be cautious of contractors who go door to door after hailstorms.

About McLean Independent School District
McLean ISD serves students from pre-kindergarten through 12th grade. The district is governed by an elected Board of Trustees and is home to the McLean Tigers. School enrollment, transportation, and athletics questions should be directed to the district office.
School zone & bus safety
- Obey reduced speed limits in school zones during posted times.
- Texas law prohibits using a handheld phone while driving in an active school zone.
- Stop in both directions for a school bus with flashing red lights unless separated by a physical barrier.
- Watch for children walking and biking before and after school.
Severe Weather Preparedness
Tornadoes
Spring storm season in the Panhandle can bring large hail, damaging winds, and tornadoes. Know the difference: a Tornado Watch means conditions are favorable; a Tornado Warning means a tornado has been sighted or indicated on radar — take shelter immediately.
Shelter in an interior room on the lowest floor, away from windows. Mobile homes are not safe during a tornado; identify a sturdy shelter in advance.
Wildfires
Dry grass, low humidity, and strong winds make wildfires a serious threat. Clear dry vegetation from around your home, keep your address visible, have an evacuation plan for your family and livestock, and leave immediately if told to evacuate.
Winter storms & extreme cold
Protect pipes, bring pets inside, check on neighbors, and avoid travel during blizzard conditions. Never use a generator, grill, or camp stove indoors. Check DriveTexas.org for road closures on I-40.
Extreme heat
Summer temperatures regularly exceed 100 degrees. Drink plenty of water, limit outdoor work to morning and evening, never leave children or pets in vehicles, and know the signs of heat exhaustion and heat stroke.
